"From the Huetar Norte and Caribbean Regional Observatory: Institutional perception on the provision of public services in rural border territories of Costa Rica."
Abstract
This study analyzes the perception of participating Costa Rican public institutions regarding the provision of public services in rural border territories, based on an experience carried out in Caño Negro, Costa Rica. The research was conducted by the Huetar Norte and Caribbean Regional Observatory of the Universidad Nacional through semi-structured interviews administered to institutional representatives participating in an inter-institutional fair organized by the Municipality of Los Chiles. The study was developed using a descriptive qualitative approach aimed at identifying territorial barriers, social needs, and institutional coordination dynamics in border communities. The main findings show that the primary difficulties in providing public services are related to geographic dispersion, transportation limitations, a scarcity of financial resources, and road infrastructure conditions.
